Subdivision Rules and Regulations - San Jacinto County, Texas
D&A was hired by San Jacinto County, Texas to develop subdivision
and development rules that brought them up to date through the most
recent changes in state law and a set of interim rules to protect
them from substandard development in the meantime. San Jacinto County
did not have very substantial rules in place and were not in compliance
with most of the mandates of state law at the time. D&A presented
a PowerPoint presentation to Commissioners’ Court that covered
the substance of legislative mandates, recent changes, and a history
of the existing county subdivision regulations. D&A then developed
interim rules and in coordination with the San Jacinto County Commissioners’
Court, developed the final (and County’s first) Subdivision
Ordinances, Road & Drainage Standards, and Manufactured Home
Rental Community Survey Rules for this rapidly growing County in
East Texas. The scope of work included meeting with stakeholders,
elected officials, and the press. All new regulations were brought
into compliance with the most current legislation.
San Jacinto County sought revisions to these rules and final adoption,
hiring the D&A team again in 2005. D&A worked with the Commissioners
Court, local citizens and engineers to revise the county’s
road specifications and arterial standards for new streets constructed
as part of the development process. Duties included assessing current
county rules and development trends and working with the community
on a “community visioning process.” This process concluded
with a full set of development regulations tailored to the particular
needs on each community.
