Subdivision Rules and Regulations - Medina County, Texas
In 2005, D&A assisted Medina County in updating its subdivision
regulations. Parts of the county are seeing sharply increased development
activity spreading west from San Antonio. To deal with potential
developments across the county drawing from several different groundwater
sources, from several surface water suppliers, and with different
storm water quality concerns, D&A developed a matrix providing
for minimum lot sizes in relation to water supply and the use of
community sewage treatment or individual, on-site sewage facilities.
The regulations also include incentives to preserve open space,
based on lot size averaging and varying credits for setting aside
natural, undisturbed land areas within several categories. Finally,
because of the limited water resources available in parts of the
county, Medina County's updated regulations require developers to
provide water storage facilities for firefighting, with the number
of those facilities tied to the size of each subdivision. D&A
worked with a citizens' committee in drafting and refining substantial
sections of the regulations prior to their adoption by the Commissioners
Court.
